These two volumes publish "the decisions of the old Circuit Court for the District of Columbia, made during that period of its history which dates from the issue of the last volume of Cranch, in 1840, to the abolition of the Court by the Act of Congress, March 3, 1863…The organization of this Court consisting of one Chief Judge and two Assistant Judges, followed very closely upon the organization of the Government itself; Congress conferred upon it, by the Act, which created it, a broad and well defined jurisdiction. They gave it rank and legal power co-equal with the Circuit Courts of the United States. They expressly conferred upon it, 'Cognizance of all crimes and offences committed within said District, and all cases in law and equity between parties, both, or either of which shall be resident, or be found within said District, and also of all actions or suits of civil nature at common law or in equity, in which the United States shall be plaintiffs or complainants, and of all seizures on land or water, and all penalties or forfeitures made, arising or accruing under the laws of the United States.'" Each volume includes a table of cases, a case index and a subject index.
